Schroth served at the New York City Department of Health and Mental Hygiene as the Senior Legal Counsel directing tobacco control policy for the City. During his tenure, he played a principal role in
drafting and advancing more than a dozen laws designed to reduce tobacco use, and policies designed to reduce sodium and sugary beverage consumption. Schroth previously worked as a commercial litigator and clerked for federal and
state judges in New Jersey. He earned his JD from Rutgers Law School and BA from Bucknell University.
Schroth focuses his research on how tobacco regulatory science can support laws that decrease tobacco consumption, and how the tobacco control model can be applied in different areas like sugary beverages and marijuana.
Architect of the following New York City tobacco control laws: Plan to reduce tobacco retail density by more than 50%; Ban on pharmacies selling tobacco products and e-cigarettes; Minimum price scheme for all tobacco products; Tax on non-cigarette tobacco products; Ban on tobacco-related transactions for a discount of any kind; Increasing minimum age to 21 for sales of tobacco or e-cigarettes; Expanded Smoke-Free Air Act to cover e-cigarettes and smokeless tobacco in sports and recreational facilities.
